NB: to be played between San Marcos (9th place finishers Tabla Anual) and the
    second level runners-up; normally that would be the losers of the playoff
    between the second level Apertura and Clausura winners but as the latter
    (Real Estelí B) are not eligible for promotion, FENIFUT first decided that
    Fox Villa (best placed team in the aggregate table of the second level)
    enter; however, on studying the regulations it was decided that the best 
    placed team in the aggregate table among the two runners-up (Real Xolotlan
    and FC Estelí) were entitled to enter, which happened to be FC Estelí, but
    on third thoughts, the right to play San Marcos was handed to Fox Villa.
