 - 17 (out of 20) clubs of Second Division. Barcelona B, Athletic B and Real Madrid B couldn't inscribe.
 - 32 (out of 80) clubs of Second Division B.
     - Ourense, relegated from Second A the previous season
     - 19 which were in the top 6 of their groups the previous season (4 had been promoted) 
        (Sporting B, Valencia B and Osasuna Prom. excluded for being reserve teams, leaving their places to the 7th of their groups;
        (Izarra renounced)
     - 12 (out of 21) which were promoted from Third Division
             (Deportivo B, Espanyol B, Barcelona C, Mallorca B and Salud Tenerife excluded for being reserve teams)
             (Gavà, Lorca CF, Gáldar and Leganés B got the promotion in August and hadn't the right to inscribe)
 - 1 (out of 341, in 17 groups) of Third Division: Palamós was relegated from Second to Second B and had an additional
